On July 15, the U.S. Government Accountability Office (GAO) released a 47-page report finding systemic weaknesses in Grants.gov and making four recommendations to the Office of Management and Budget (OMB) to address the problems. Grants.gov is the central grant portal for federal grant programs which OMB oversees and the Department of Health and Human Services manages.
Report finds difficulties in the grant application process, insufficient administrative oversight and coordination, and lack of performance measures and opportunity for grantees to provide input on the Grants.gov to streamline the grants application process and cure administrative burdens.
GAO makes the following four recommendations to OMB "to develop performance measures, guidance clarifying the governance structure, a structured means for applicant input, and uniform policies for processing grant applications."
